Donna Lawrence

Donna Lawrence, CMI, is a Senior Advisor for Property Tax with Advantous Consulting, L.L.C., bringing more than 30 years of experience managing and representing complex ad valorem tax portfolios across the United States. She brings deep expertise in valuation, compliance, and strategic tax management for mineral valuations, real estate, personal property, inventory, and large industrial assets in jurisdictions including Texas, Louisiana, Alabama, Mississippi, Montana, and Wyoming.

Donna specializes in property valuation using the Cost, Income, and Market approaches to value, and has extensive experience preparing and filing renditions, negotiating values with appraisal districts, and managing property tax accruals, budgets, reconciliations, and payments. Her work spans the full property tax lifecycle, combining technical proficiency with practical business insight to help organizations manage risk and reduce tax exposure.

Prior to joining Advantous Consulting, Donna served as Tax Manager, Property Tax, for Denbury, Inc., where she led the company’s entire ad valorem tax function for more than a decade. Her responsibilities included budgeting, compliance, valuation, audit support, financial reporting, and collaboration with accounting, engineering, land, and operations teams. During her tenure, she secured significant tax savings through abatements and exemptions, including a 10-year Industrial Tax Exemption for a Louisiana NGL plant resulting in approximately $13 million in savings, and management of a prevailing wage audit that produced an estimated $37 million in savings over a 10-year period. Prior to joining Denbury, Donna worked for Burlington Resources/ConocoPhillips as a Senior Property Tax Consultant.

Donna also has a strong background in legislative and regulatory advocacy. She has supported governmental affairs initiatives, reviewed proposed legislation for economic impact, and worked with state agencies and taxpayer advocacy organizations to promote favorable tax policy. She previously served as a registered lobbyist in Wyoming.

An active industry leader, Donna has served on numerous boards and committees, including the Wyoming Energy Authority (appointed by Governor Mark Gordon), and tax committees for TTARA, LATR, and the Wyoming Taxpayers Association. She has also been recognized for distinguished service by the Texas Taxpayers & Research Association and the Texas Oil & Gas Association.

Donna holds a Bachelor of Business Administration from The University of Texas at Austin and is a Certified Member of the Institute for Professionals in Taxation (CMI). She is known for her collaborative approach, technical depth, and ability to build trusted relationships with clients, appraisers, assessors, and state and local officials.
